The International Rescue Committee (IRC) is seeking a highly qualified and experienced professional to fill the position of Chief of Party (COP) for its project in Nigeria. This role is pivotal in leading the “Strengthening Quality of Care through Primary Health Care (PHC)” initiative, a five-year project funded by the United States Agency for International Development (USAID). With a budget of USD 50-100 million, this project aims to advance primary health care, accelerate progress toward universal health coverage, and improve health outcomes in Nigeria.
Job Overview
The Chief of Party will provide overall strategic vision and technical leadership for the project. This includes supervising the program management team, ensuring effective implementation of program activities, and promoting a learning agenda with an adaptive management approach.
The COP will oversee quality data collection for decision-making and reporting, ensure sub-grant development, and compliance with USAID rules and regulations.
The role also involves effective collaboration with government stakeholders, various development and health partners, and civil society organizations.
The COP will guarantee the delivery of program objectives and outcomes, meeting targets within budget, timely submission of quality deliverables, and high-level accountability to beneficiaries.
Major Responsibilities
- Strategic Leadership and Technical Excellence:
- Provide high-quality leadership and strategic vision to the activity, ensuring program activities achieve expected outcomes and targets.
- Ensure program implementation complies with USAID rules, agreements with partners, and IRC internal policies.
- Oversee implementation and monitoring of program activities, expenditures, M&E, and procurement plans.
- Lead quality Project Cycle Meetings (PCM) throughout the project period and promote regular reviews of program progress.
- Ensure the production of quality reports and other deliverables by the consortium.
- Staff Performance Management, Learning, and Development:
- Manage a diverse team of international and national staff, promoting collaboration and mutual respect.
- Hire, supervise, and mentor direct-report staff, providing regular and timely performance feedback.
- Identify opportunities for career growth and develop the capacity of national staff.
- Promote and monitor staff care and well-being and support healthy work-life balance practices.
Job Requirements
- Education:
- Master’s degree in Public Health, Health Management, or other relevant health-related subjects.
- Post-graduate medical degree (MPH, MD, RN, PA, or midwife) or other relevant degrees.
- Work Experience:
- Minimum of 10-15 years of increasingly responsible experience in designing, implementing, and managing large and complex health programs in Nigeria or a similar context.
- Senior leadership experience with similar USAID-funded programs is required.
- Demonstrated experience in primary health care, health governance, maternal, newborn and child health, adolescent health, family planning, sexual and reproductive health, nutrition, malaria prevention, and service delivery.
- Experience and knowledge of Nigeria’s healthcare system and working with Nigerian local government officials.
- Demonstrated ability to work with central and local governments, policymakers, national partners, and research institutions.
