NNPC Lead Counsel Job – Downstream Commercial Agreements

The Nigerian National Petroleum Corporation (NNPC) is seeking a highly qualified individual for the position of Lead Counsel, Downstream Commercial Agreements. Objectives

The primary objective of the Lead Counsel is to safeguard NNPC’s assets and ensure compliance with security protocols. This involves:

Key Responsibilities

The Lead Counsel will have a diverse range of responsibilities, including:

  1. Implementation of Security Operations
    • Establish and manage the EnServ security office and field operations.
    • Plan, organize, and coordinate investigations into alleged or suspected violations of laws, regulations, and corporate policies.
    • Address criminal matters, fraud, intellectual property issues, and other security concerns.
  2. Reporting and Coordination
    • Prepare and submit security plans, incident reports, and mitigation reports to the Chief Security Officer (CSO) within agreed timeframes.
    • Interface with third-party security services and the Government Security Agencies (GSA) as directed by the CSO.
    • Maintain surveillance operations, including physical and video monitoring of guests and employees on EnServ premises.
  3. Risk Management and Compliance
    • Identify and report vulnerabilities that could lead to internal or external losses.
    • Ensure compliance with departmental procedures and policies.
    • Maintain the operation of surveillance equipment and report any deficiencies.
  4. Stakeholder Communication
    • Foster a good relationship and effective communication between all key stakeholders in the Security division and the company at large.
    • Provide timely and quality reports on the activities of the Unit to the Manager of Security Services.
  5. Safety and Policy Adherence
    • Adhere to all company rules and maintain a safety-conscious approach at all times.

Educational Qualifications

Candidates must possess the following qualifications:

  • A first degree or its equivalent in Industrial Security or any relevant discipline in Engineering, Sciences, Social/Physical Sciences, etc.
  • A Master’s degree will be an added advantage.
  • Professional certifications such as CSMP, PFSO, ASIS-CPP, ARC Security Management Stages 1-3, etc.
  • Membership in at least one professional body, such as ASIS, NIIS, IFPO, etc.

Competence

The ideal candidate should have a robust skill set, including:

  • Knowledge of exploration and production operations.
  • Expertise in security planning, threat analysis, risk management, and response planning, particularly in the Niger Delta and Frontier Basins.
  • Strong intelligence gathering and expert investigation skills.
  • Excellent interpersonal and analytical abilities.
  • Effective networking and relationship management skills.
  • Proficiency in negotiation.
  • Operational knowledge of Close Circuit Television (CCTV) and Intruder Detection Systems (IDS).

Experience

  • A minimum of 9 years of relevant post-qualification experience is required.
  • Experience in the oil and gas industry will be an added advantage.
